After their meeting with Lord Goronwy-Roberts the Kuk delegation claimed, incorrectly, that they had been granted "direct access" to the Minister in the future. This was denied but the rumour received widespread publicity in Hong Kong and caused some embarrassment to the Hong Kong Government and the delegation themselves. To re-emphasize to the Kuk that the only proper channel of communication to and from HMG lies through the Governor of Hong Kong, I suggest that the Governor should be authorized to reply on the Minister's behalf. This has been the procedure followed in the previous petitions to the Minister from the Kuk. I have, however, slightly amended the opening paragraph of the draft reply to make clear that the petition has received the Minister's personal attention.
5. I recommend that the Governor should be authorized to reply to the Kuk's petition in the terms he has proposed, subject to the amendment I have made to the first paragraph of the draft. I submit a draft telegram accordingly.
