Mr. William Hamilton asked the Lord President of the Council if he will publish in the Official Report details of the Select Committees of the House which have travelled abroad in each year since 1964, indicating the cost of each trip, the coun- tries visited and the Members who went.

Mr. Foot: I am having such informa- tion as is readily available collected and shall reply as soon as possible.

Bicycles

Mr. Skinner asked the Lord President of the Council whether any official assis- tance is given to the bicycle pool scheme in the House.

Mr. Foot: This scheme was approved following recommendations of the Ser- vices Committee of 22nd March and 17th May. No expenditure has been incurred by the House. The only official assistance given to the scheme is the reservation of space for the bicycles and the installation by the Department of the Environment of the racks which were provided by the organisers of the scheme.

Helsinki Final Act (Belgrade Review)

Mr. Blaker asked the Secretary of State for Foreign and Commonwealth Affairs what progress has been made at the Bel- grade conference towards setting a date.

for the substantive review conference in- tended to take place in the autumn; and when he expects the latter conference to begin.

Mr. Luard: Satisfactory progress has been made by the CSCE preparatory. meeting at Belgrade, but agreement has not yet been reached on certain of the points at issue, including the timing of the main meeting. Representatives of the neutral and non-aligned countries have proposed that the main meeting should begin on 27th September. This date would be acceptable to the Govern-

ment.

Departmental Staff

Mr. Wrigglesworth asked the Secretary of State for Foreign and Commonwealth Affairs when he expects to be able to institute consultations with the staff side on the CPRS review.

Mr. Luard: My right hon. Friend will institute detailed consultations as soon as possible.

Parliamentary Questions

Mr. Parry asked the Secretary of State for Foreign and Commonwealth Affairs if he will publish the numbers of written and oral Questions tabled on Hong Kong in each of the past five years.

Mr. Luard: My right hon. Friend's Department furnished replies to a total of 149 Written and oral Parliamentary Questions in 1976 and, including my hon. Friend's three Questions today, has rep- lied to 114 Questions so far this year. Exact figures for the years 1972, 1973, 1974 and 1975 are not readily available, but my Department replied to an average total of between 55 and 60 Written and oral Parliamentary Questions in each of those years.

Heung Yee Kok

Mr. Parry asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the meet- ing of the Minister of State and a dele- gation from the Heung Yee Kuk.
