NEW TERRITORIES HEUNG YEE KUK
Territories,
there are doubts as to whether its laws and policies
are Just and fair or not. Therefore, the Kuk is duty bound to advise the Government by making constructive criticisms and suggestions based on facts in order to bring about welfare and prosperity for the New Territories people and to build a har- monious and prosperous society. The Kuk does not object the formation of organizations in the densely populated areas to plan and develop the welfare and facilities specially designed to suit the local needs. However, the New Territories must be administered directly as a whole by a central Government.

It is appreciated that the Government has used a tre-
mendous sum of money in the development of the New Territories. This sun may well exceed the revewie from land sales. However, the majority of this sun is utilised in the development of new towns and the related transportation, roads and other public construction, to facilitate the industria.ists to move into their new factories,
the traders their new shops, and the workers their new homes.
But it is also undeniable that the Government will be able to recoup substantial amounts of income from these new towns by way of revenue and perpetual taxation. Whereas, in other areas of the New Territories, such as the existing older towns and villages,
there are deficiencies of facilities.

We are very pleased to hear that the Government is care- fully considering the appointmont to cho Legislative Council of persons with particular knowledge of the New Territories.
feel, however, that inusuch as the New Territories is being actively developed, a few more candidates should be chosen from
the members of the ileung Yeo Kuk. As to the way by whic the Kuk can voice its opinion at both the legislative and executive levels, this should be carefully studied at a meeting between the Government
and the Kuk.
