Library Services in the New Territories
The policy governing the expansion of library services in the New Territories approved on 5th July, 1975, by the Executive Council, provides that one public library of 12,000 to 15,000 sq. ft. for every 200,000 of population in the three New Towns of Tsuen Wan, Tuen Mun and Sha Tin should be established. Smaller libraries of about 5,000 sq. ft. in Tai Po and Yuen Long and of 3,000 sq. ft. in Sheung Shui to suit the needs of smaller population should also be provided while mobile libraries and
'book box' service in rural areas and the islands are recommended.

Having considered the overall demand, an implementation programme for the next five years in the New Territories has been drawn up.
Expenditure involved in implementing such a programme has already been approved by Finance Committee.

Premises in private/commercial accommodation have been located as follows:

Book
Leasing negotiation is expected to be finalised shortly. stock and staff for these two libraries are ready. Once the premises are fitted out, the libraries can expect to begin operation within this year.
Interim Libraries at Sha Tin and Tuen Mun

in Lek Yuen Estate where accommodation is immediately available. negotiation is underway.
Leasing
in Tai Hing Estate where accommodation should be available by autumn 1977.

Provision of Sites in New Towns
Suitable sites/premises (preferably in government buildings) to match the population build-up in the various developing areas are being actively considered. It is likely that in the three New Towns, a large library will be provided as part of the main cultural facilities of the town, but accommodation will also be earmarked for smaller
/branch
