Cultural Facilities in the New Territories

On 30th November, 1976, Executive Council approved a policy on the provision of cultural facilities in the New Territories which states that a multi-purpose auditorium for concerts, drama, spectacles, revues, Chinese opera, etc., should be provided in each of the New Towns. In addition, there would

be exhibition/conference halls, lecture rooms, music practice rooms and restaurants. The timing of provision of these facilities depends largely on the build-up of population, but it is felt that an auditorium should be built at a fairly early stage in the development of the town in order to provide a venue and meeting place for local schools and cultural

organisations, as well as act as a catalyst to the growth of a sense of civic pride.

Tsuen Wan Town Hall

In this respect, Tsuen Wan with a population of over half a million, is already in need of an auditorium. present activities in the arts, music, dance and drama in Tsuen Wan have to take place in unsuitable premises such as school and community halls which have poor accoustics and inadequate seatings. In recognition of this deficiency, priority over the other two new towns has been given to the establishment of a Tsuen Wan Town Hall based on the design of the City Hall concert hall with certain modifications to make it more suitable for Chinese operatic performances. Facilities will include an auditorium of 1,500 seats, exhibition area and lecture rooms. A library and a restaurant will be provided later on. A suitable site adjacent to the present Tsuen Wan lagistracy has been allocated and piling is expected to commence shortly. Construction of the building will start by the end of 1977 and the Town Hall is expected to become fully operational by the end of 1979.

Tuen un Cultural Complex

In keeping with the spirit of the Executive Council decision on cultural facilities in the New Territories, which provides that an auditorium should be built at a fairly early etage in the development of the town, an implementation timetable for the Tuen Mun Cultural Complex has already been drawn up.

A site has been reserved in the future Town Centre area (Area 11) of Tuen Mun, and it has been agreed that we should sim for completion of the project by 1981/82 by which time Tuen Ilun will have a projected population build-up of 248,000.

Sha Tin Cultural Complex

Similarly, an implementation timetable for the Sha Tin Cultural Complex has been provided.

Complex'

A suitable site has been reserved in Area 7 and the project is expected to be completed by 1982/83.
