The delegation will wish to present a petition. It is likely that we will see this before it is presented, but in any case it will refer to the question of land resumption and other land matters.

This will clearly nced careful study and a written reply.

Re-assurance as to the status of the Kuk and Rural Committees may be sought.

The regular meetings the Kuk has with the Secretary for the New Territories are evidence of the Government's continuing regard for the Kuk. Rural leaders are being appointed to all important Committees in the New Territories.

Recent appointments to Legislative Council did not include any specifically New Territories voice.

This is true although Members are not appointed on a geographical basis. Nevertheless thought can be given to the possibility of appointing someone from the New Territories because of the tremendous amount of development now taking place.

The Secretary for the New Territories should have greater power to decide things without reference to other Secretaries.

The New Territories are an integral part of Hong Kong and must be administered as part of the whole. Nevertheless the special position of the New Territories is recognised in the appointment of the Secretary for the New Territories.

Whether the jurisdiction of the Urban Council is to be extended to the New Territories.

A: There is no intention to do so.
