HONG KONG: CALL ON LORD GORONWY-ROBERTS BY A DELEGATION FROM THE HEUNG YEE KUK
1. Lord Goronwy-Roberts has agreed to receive a delegation from the Heung Yee Kuk, the rural consultative council for the New Territories in Hong Kong, at 10.00 a.m. on Tuesday, 26 April. The delegation will have arrived in this country on 23 April and will be here until 5 May.
2. It is understood that the delegation's main objective is to press for more generous terms for land owners in the New Territories under the Hong Kong Government's land resumption and compensation policy. They will probably present a petition to the Minister on this subject. The Heung Yee Kuk have recently widened their range of interests to include social problems in the New Territories and the delegation may also petition the Minister on such matters. 3. The delegation consists of fourteen members in all (including wives) but it has been arranged that the seven principal members only, accompanied by Mr Victor Chann of the Hong Kong Government Office, should call on the Minister. Three or four only speak English and I have arranged for
Cantonese speaker, to act as interpreter.

Mr Robert Parry MP who has undertaken some of the arrangements for
their visit.
4. I submit a brief consisting of (a) a Line to Take; (b) a background note and (c) biographical notes on the visitors. member of my department will, if required, attend to take a
