HONG KONG: CALL ON LORD GORONWY-ROBERTS BY A DELEGATION FROM THE HEUNG YEE KUK

1.

Further to my submission of 21 April the Minister will wish to be aware:

(a) of the gist of the discussions that the Chairman and Vice- Chairman of the Kuk had with Mrs Thatcher during her visit to Hong Kong on 16-18 April. (Hong Kong telegram no. 407 of 22 April.) The Kuk spoke to Mrs Thatcher about some at least of the points they are expected to raise with the Minister. The points concerned are covered in the brief attached to my previous submission except for that dealing with Hong Kong's problems on restrictions on exports. I attach a separate back- ground note and line to take on this point;

(b) that one of the petitions referred to in paragraph 6 of the background note attached to my previous submission has now been received from the Hong Kong Government. It is a complex

and muddled document and it may well not be the final version. In view of this I recommend that the Minister, if presented with a petition, should stick to the line in paragraph 2 of the brief, i.e. that he will examine it carefully and send a reply in writing;

(c) that one member of the Kuk's delegation intends, with the Minister's agreement, to take a photograph before the meeting starts;

is no longer available to act as

interpreter and has arranged for

and fluent in Cantonese, to take his place; and

(e)

that Mr Douglas Hurd MP, who accompanied Mrs Thatcher on her visit and met the Kuk's representatives in Hong Kong, has asked to be put in touch with the delegation during their visit to London. The department is arranging this in consultation with the Hong Kong Government Office.
