(B) SIX MAIN PROVISIONS (BASED ON THE SPIRIT OF THE LEASE
OF NEW TERRITORIES )

TO GURANTEE THE FREEDOM OP BUILDING HOUSES FOR DWELLING

1. Any indigenous male N.T. resident who has lived in the N.T.
reached the age of 18 (including those working overseas) should be permitted to build a three-storeyed house of 25 ft. in height and 700 sq. ft. in area. If that person possesses any private land, he should be granted permission unconditionally by the Government to build tho house thereon. If he does not possosɛ any privato land, Crown land within the Villago Extension Aron should then be allotated for sale to him, with the value of the land corresponding to that of the agricultural land in its vicinity. In addition, any porson who has been living in the N.T. for more than ten years and who possessos privato land which does not affect the Covorimont's development plans, should enjoy the privilege of building a house If necessary,
2. N.T. villagers should have the right to build dwelling house
of any style or to enlarge their original ones within their village boundary. The Hong Kong Government's duty is only to inspect the safety and sanitary installations of the building without sausing any disturbance or imposing any restriction on any excuse.
3. The builder of any house should have the freedom of choice
and decision as regards tho style, position and reassignment of his premises.
II TO GUARANTEL THE BOUNDARIES OF VILLAGE EXTENSION AREAS FOR
BUILDING PUPLOSES
1. One or moro Village Extension Aroas should be marked out in
the vicinity of each village situated outside layouts, so that provisions can be made for the future increase in population
of inhabitants. depending on the present auber
2. None of the town development schomes are to affect the land
within Village Extension Areas.
3. Any person living within the boundary of a village is
entitled to uso' the land in the Village Extension Area so long as he conforms to the conditions on application.
