incurred by the time delay, and the Government should set

aside land to settle its dabts.

4. For land that is earmaked for town development, the Government

should, at regular intervals, offer it for exchange or for

sale at market price. (A system of sale by public tender may be resorted to so that both the Government and the people can all take, part in cending in tenders.) If the area of the land .exceeds a sertain limit, the public should be at liberty to

mako application for its development in situ.

5. When the land is ready for development and the public construct-

ion fee has been paid by the successful applicant, the Government has the duty to carry out building works on road, drainage systems and public spaces and to provide water electricity supplies. At the proper time, both N.T. residents and other people should have the same opportunity to develop、 their land.

6. The Government cannot unilaterally revise the land exchange

rights and conditions at its own discretion, e.g. the reduc- tion of the roofed-over area and the plot ratio.

7. The marker price of land resumed within and outside layouts by

the Government should be based on the re-valuation of land undertaken by the Governmen every six months.

THE EQUALITY OF PARTICIPATION IN LEGISLATION AND ADMINISTRATION

1. A certain number of councillors of the lleung Yee Kuk who own

properties are to be selected by the Governor of Hong Kong for appointment as Unofficial lembers of the Legislative Council of Hong Kong with the approval of Her Majesty the Queen. As regards the appointment of Unofficial Members to the Executive Council of Hong Kong, representation on a regional should be taken into consideration. A certain number of Councillors of the Heung Yee Kuk who own properties are to be selected for this appointment.

2. A NEW TERRITORIES AFFAIRS AD HOC COMMITTEE should be set up

in the Executive Council of Hong Kong. The Secretary for the N.T. is to be appointed as the Committee Chairman, with the Chairman of the Heung Yee Kuk as Vice-Chairman. Members of the Committee will include the Deputy Secretary for the N.T. and the Vice-Chairmen of the lieung Yee Kuk, etc.
