(A) THREE LEADING PRINCIPLES

I DEFINING THE SPECIAL STATUS OF NEW TERRITORIES

1. The New Territories is leased land held by Great Britain based

on the 'Lease of New Territories signed between the Chinese and the British Governments on 9th June 1898.

This constitutes the special status of the New Territories, distinguishing it from that of Hong Kong Island and Kowloon.

2. At a time when colonialism is being abolished all the laws and policies that the Hong Kong Covernment enforces in the New Territories should be made on a fair basis in deference to the N.T. Heung Yee Kuk - a statutory representative of public opinions of the New Territories. The rights of the N.T. people must not be infringed upon.

II DEFINING THE POLITICAL SYSTEM OF THE NEW TERRITORIES

2. In view of the extraordinary position of the N.T., different

departments are to be set up under the Secretary for the New Territories to handle N.T. affairs directly. The Secretary for the N.T. is then to be responsible to the central Government of Hong Kong with tire District Offices converted
