I FOREWARD
The New Territories is leased land held and administered by Great Britain basing on the LEASE OF NEW TERRITORIES signed between the Chinese and the British Governments on 9th June 1898.
The land is originally a part of Sun On District (now Po On in District) Kwangtung Province. Its area cover 366 square miles, taking up 91% of the total area of Hong Kong. Its population is more than a quarter of the 4 million odd figure for the whole of Hong Kong. In 1937, the areas adj- acent to Urban Kowloon were included into its boundaries and named "New Kowloon" by the Hong Kong Government. This was the beginning of the disintegration of the administrative structure of the New Territories.
Extraordinary social conditions eaist in the New Territories because of the inhabitants' relationship with China as regards historical origin, cultural heritage, geographical background, national sentiments and ways of living, as well as the LEASE OF NEW TERRITORIES and the international situation.
In this age when colonialism is being repudiated by people of the whole free world, contradictions are still ruling over the New Territories- sovereignty of the land belongs to China while the reign of power rests with Great Britain. Under such circum- stances, the New Territories still remains the mainstay in promot- ing friendly relationship between China and Great Britain, uphold- ing the social stability and prosperity of Hong Kong and maintain- ing the economic activities and interests in all circles. The fact that this contradictory situation can continue is not attribu- table to the Hong Kong Government's fair laws and policies of reconciliating the conflicts of economic interests from all quarters; on the contrary, it is derived from unfair laws products of
