HEUNG YEE KUK DELEGATION'S PETITION TO LORD GORONWY-ROBERTS
1. As you know, the New Territories Administration have forwarded a copy of a late draft of the petition which the Heung Yee Kuk plan to give Lord Goronwy-Roberts tomorrow morning. You may wish to have it by you at the meeting.
2.
There is little new in it, but I would draw your attention to:
(a) page 3, paragraph 2: the two principles and four requests for
which the Kuk claim to be campaigning;
(b) page 4, final paragraph onwards: a plaint about compensation; (c) page 6, second paragraph: a statement or the delegation's
aims in coming to London; and
(d) the annex to the petition which lists a fair number of points of an economic, political and social nature about the present governance of the New Territories.

I consider that none of this need change the recommendation which we have put to the Minister that he say, when/if presented with a petition, that he "will look carefully at
(it) and reply in writing as soon as I can".
