Lord Goronwy-Roberts welcomed the delegation to the UK and its members and Mr Parry to the Office. He was sorry to hear of the illness of the Kuk's Chairman and wished Mr CHAN Yak-san a speedy recovery. He said that he wanted to listen rather than lecture to the delegation. Mr Parry thanked the Minister for seeing him and the delegation. He reminded the Minister of his Parliamentary Question (on 31 January) and their subsequent correspmdence which had led to the meeting being arranged. There was a large Chinese community in his constituency and he thus had a special interest in Hong Kong and had visited it three times. Mr CHEUNG Yan-lung, the delegation's leader, said that he was grateful to the Minister for having found the time for their meeting and he was indebted to the Hong Kong Government Office and Mr Parry for their help in arranging the delegation's programme.

He said that the delegation had prepared a written petition (which he presented to the Minister). Lord Goronwy-Roberts said that he would read and study this most carefully and that, in due course, he would be writing to Mr Cheung. Mr Cheung summarised a few of the points contained in his petition:-

neither the law nor policy-making bodies (the Executive and Legislative Councils) in Hong Kong had a representative of the Kuk on them. This was surprising in view of the recent rapid development of the New Territories.
Lord Goronwy-Roberts said that he took careful note of what Mr Cheung had said. He knew that the Governor was constantly considering the
