town and tourist area. Precautions should be taken to prevent pollution and to

preserve the natural environment.

A secondary school and a public library should be provided in every

district with an area of 10 square miles or with a population of 50,000.

5.

One fully equipped general hospital should be built in each of the

Eastern and Western parts of the New Territories and in the Islands District.

Each of these general hospitals should meet the specialist needs of auxiliary

hospitals and clinics established to cater for the increase in population to

2,500,000 in the New Territories in due course. There should also be an average

of 5.5 hospital beds for every thousand people. Emergency medical services by

means of air transport should be provided.

6.

Cultural and recreational centres should be established in every town

in the New Territories. Playgrounds for both towns and villages should be planned

and constructed according to need. A park, a swimming pool and a stadium should be

built in every district with 100,000 population.

7.

Adequate water supply for the purpose of irrigation should be provided.

in every cultivated area and traditional sources of irrigation should not be

disturbed unless replaced by satisfactory alternatives.

8.

Up to the present time, profits from the sale of resumed land

comprised in a lay-out go into Government Revenue. It would be appropriate if such profits were applied principally towards the cost of providing adequate public facilities in the New Territories and the amelioration of persons who have

suffered through the expropriation of their land.
