the New Territories.

A NEW TERRITORIES AFFAIRS COMMITTED should be set up by the Executive

Council of Hong Kong. The Secretary for the New Territories is to be the Committee

Chairman, with the Chairman of the Heung Yee Kuk as Vice-Chairman. Members of the

Committee will include the Deputy Secretary for the New Territories and the

Vice-Chairmen of the Heung Yee Kuk etc.

The Legislative Council should consult with the NEW TERRITORIES

AFFAIRS COMMITTEE on any legislation affecting the New Territories. The

Committee's opinions should be taken into consideration.

The NEW TERRITORIES AFFAIRS COMMITTEE proposed as constituted above

resembles the former Urban Council when it was comprised both of Official members,

i.e., appointed civil servants, and Unofficial member, i.e., elected by and

appointed from the rest of the inhabitants of Hong Kong, 3ince 1973 the Urban

Council consists only of Unofficial Members although the Director of Urban

Services has the right to attend meetings of the Urban Council. The Urban

Services Department of the Government under the direction of the Director of

Urban Services has the duty of implementing the decisions of the Urban Council.

The Urban Council has funds provided to it out of the rates for Hong Kong and

has autonomy in the expenditure of such funds. The Heung Yee Kuk's proposals are

for the NEW TERRITORIES AFFAIRS COMMITTEE to be composed of Official and

Unofficial members as set out in paragraph 3 above and for it to be allocated

funds with autonomy over them similar to the Urban Council.

IV.

PROVISION OF ADEQUATE PUBLIC FACILITIES

1.

Transport facilities such as roads, bridges and ferry piers are equally

NEW important for both urban and rural areas. Before the setting up of a

TERRITORIES AFFAIRS COMMITTEE,

funds for village transport constructions should

be listed as a principal item in the Government's Annual Budget and examined by

the Finance Committee of the Legislative Council.

2.

Provision of basic public services such as street-lighting, highways,

drinking water and electricity supplies for every village should be afforded.

Standard public lavatories should be provided in every village, market
