2. I recall ascertaining in the case of last year's State Opening that the Governor of Hong Kong, who might have been in the UK at the time, was not someone who would fall within

the scope of the invitations traditionally issued to visiting for

or Commonwealth VIPs. The Governor of Hong Kong may be in the UK,

though not on present form in London, on 3 November, but I see no point in considering the question of whether a request might be made for him to have a seat at this year's State Opening. I suggest that we leave it to the individual departments dealing with dependent territories to seek to make out a case, if they so wish, for any of their Governors/ Chief Ministers/Premiers, etc to attend the State opening.
