1. I have since spoken to Mr Murray. We agreed it is sufficient that Number Ten and Mr Varley's Office should have been given the opportunity to say whether the Prime Minister and the Secretary of State for Industry wish to see the Governor. We do not need to press for appointments, especially since the PUS's message to the Governor in FCO telegram no. 720 of 21 September made no mention of calls outside the FCO and the DOT.

2. I think that the question of whether Mr Webb-Johnson will attend the meetings that the Governor and Mr Dorward will be having with Ministers and the PUS may have to be left until the Governor arrives.

3. As arranged with Mr Murray, I have expanded the draft of his message to Hong Kong to include details of the appointments we have made for the Governor. I have also suggested widening the distribution for this telegram (and the others that Mr Murray proposes to send) to include all the interested Private Offices and Mr Roberts, CRE4, DOT, who has been in touch with me. I think we should also copy the relevant telegrams to the Hong Kong Government Office, with whom we have been in touch about the administrative arrangements, so that they can keep track of things.

4. 'As arranged earlier with Mr Jenkins, I will be in touch with Mr Stern in the morning about briefing for the talks with the Governor. The Private Offices concerned have asked for briefing by 5.00 p.m. tomorrow, 23 September. I agreed with Mr Jenkins that the briefing can be based on his submission of 12 September and the draft of a reply that EID (E) had prepared to the Governor's letter of 3 September (but which was not send forward at the time). also asked Mr Roberts, DOT, to let us have a copy of the brief prepared for Mr Dell. He, for his part, would like to be forewarned -of any new and/or important points that the Governor may raise in this Office on Monday so that Mr Dell can be made aware of them.

We are having Hong Kong telegram no. 956 containing the press release about the Governor's visit copied to News Department and telling them, as suggested by Mr Murray, that if any points about textiles are raised when the Governor is here they (News Department) should refer to EID(E) for advice.
