I attach a programme for this visit.

You will see that, with reference to your minute of 21 September, I have not arranged a meeting between the Governor and the Frime Minister. However, I did ask the Assistant Private Secretary to sound out Number Ten on the possibility of a meeting being arranged. Mr Wall has told me that the Prime Minister's Private Office would be very reluctant to arrange a meeting between the Prime Minister and the Governor and the department would therefore need to make out a very strong case for there being one. The Prime Minister is, however, generally available during the time of the Governor's visit.

3. Mr Varley's Private Office have told me that the Secretary of State for Industry feels that, if Mr Dell is to see the Governor, he need not. It is relevant that Mr Varley will be very tied up with "political" matters throughout the early part of next week. I have suggested to Mr Dell's and Mr Varley's Private Offices that, if Mr Varley should change his mind, it would no doubt be convenient for the Governor to go straight from Mr Dell to Mr Varley on Tuesday morning but that this will actually happen is, perhaps, no more than wishful thinking.

.4. Mr Judd and Lord Goronwy-Roberts have agreed to see the Governor together, in Mr Judd's room. The appointment is as latë as it is because both Ministers are tied up that morning and Lord Goronwy-Roberts is occupied throughout the early after-

noon.

5. Mr Webb-Johnson, the Assistant Commissioner (Commerce) of the Hong Kong Government Office, has told me that the Governor has asked him to make himself available for all the meetings. However, I think that both the PUS and the two Ministers will be reluctant to allow their meetings with the Governor to become over-formal through the presence of too many participants.
