THE GOVERNOR OF HONG KONG'S VISIT 21-30 NOVEMBER

The following items of work are outstanding

A.

General Arrangements

Before the Governor arrives you should arrange for him to be met at the airport and for the VIP facilities to be booked for him. (The bill for the latter invariably goes to the Hong Kong Government Office). The Hong Kong Government Office should be asked to provide a car for the Governor. Accommodation must be booked (usually at the Travellers Club, but if the Governor is bringing his wife with him you might wish to book them both into a hotel). Briefs must be written. News Department should be informed of the Governor's visit and given a defensive press line. A room (usually from amongst Legal Advisers Department) should be reserved for the Governor's use. We also need to know whether the Governor wishes to see Mr Alan Williams MP in place of Mr Varley.

B.

Specific Daily Arrangements

(a) Monday 21 November

(1) Find out where the Governor of the Bank of

England plans to give the Governor lunch;

(2) Arrange for the Governor to be met at the

door of the MOD and, after his meeting with the CDS, taken on to the First Sea Lord;

(3)

Tell the CDS's private secretary exactly what it is that the Governor wishes to discuss;

Now tie (4) Arrange a time and a place for the Governor's

dinner with Lord Goronwy-Roberts.

(5) Ensure that the Governor is told (? when he calls on Is Stewart) of

the arrangements for getting into the House of (b) Tuesday 22 November

common

(1) Pick up the Governor's ticket to the Distinguished Strangers Gallery 2.30 and occupy the seat until the Governor arrives;

(2) Find out where Mrs Thatcher lives in the House

of Commons; (the Governor will be met at 4.25 in the Central Lobby);

(3) Find out where the Governor will meet the Hong

Kong Group Mr Bray has been making arrangements

for this;

(4) Ring Miss Langdon on 219 5379 and inform her

whether or not the Governor will dine with the Commonwealth Parliamentary Association.
