1. I attach a draft reply to Mr Bray's letter. The list of the FCO participants has been compiled after discussions with Planning Staff, Economists Department, Far Eastern Department, TRED and the Overseas Labour Adviser.
2. I have not in the event suggested that Mr Bray approach the Department of Industry, largely because I found it impossible to identify the appropriate section. CRE4, to whom I have spoken, would be happy to handle that aspect.
