officer is No. 38. I have persistently questioned this state of affairs and pressed that accelerated promotion be given to Chinese officers. The answers given to myself and to the OPA have always been, including as recently as three weeks ago, that most of the senior Chinese officers in the Force are suspected of being or having been corrupt and that Chinese officers are reluctant to be promoted to the highest ranks as they feel that in such positions they are exposed to family pressures and perhaps also vulnerable vis-à-vis the People's Republic of China if there is
in their lifetime a take-over of Hong Kong.
Talking Points
8. I recommend that the Governor be asked to consider an accelerated programme of promotion of middle grade Chinese police officers. I also recommend that Lord Goronwy-Roberts should discuss the question of new blood in the Force with the Governor on 22 November. The Overseas Police Adviser has agreed the above.
