CALL ON THE PUS BY THE GOVERNOR OF HONG KONG, 23 NOVEMBER 1977
1. As promised in my minute of 18 November I now forward a copy of the Steering Brief prepared for Lord Goronwy-Roberts' meeting with the Governor of Hong Kong.

The PUS will remember that at the meeting with the Secretary of State on 8 November the Secretary of State expressed concern that we were not consulted before the announcement of an amnesty to some policemen guilty of corruption in Hong Kong. The PUS may wish to say to the Governor that, although he realizes that the decision to grant an amnesty was within his own competence and authority and that the decision was necessarily taken in a hurry, nevertheless we were embarrassed by the fact that the news was announced in Hong Kong at about the same time that we were told of it.
3. The PUS may, if the subject of the textiles negotiations or of social progress in Hong Kong comes up, wish to say to the Governor that he should not under-estimate the pressures here in Britain for protectionism against sensitive imports from outside or for more accelerated social progress in Hong Kong.
