1. Thank you for your minute of 30 November passing on the request from Arthur Gavshon for an unattributable background talk with the Governor of Hong Kong. I too doubt whether we should recommend this request to the Governor in view of the current problems. Furthermore, the Governor has now left London for a holiday in Scotland and although he will probably be in London for one day before he returns to Hong Kong, I doubt whether it will be possible to fit in an interview with Mr Gavshon.

In fact the Governor agreed in principle See Mr. Garshon and did so in company with some other Hovy Kony correspondents under the aegis of the Hong Kong Commissioner / So the matter was taken out of our hands!
