1. The Secretary of State has asked, in his comment on my supplementary briefing for the call by the Governor of Hong Kong, why the Governor has been having discussions with Sir Robert Mark, given that I was against this. The Governor decided not to accept my advice and did in fact ask Robert Mark to go to Hong Kong. Fortunately, Sir Robert Mark has now written to me saying that he is not able to accept this invitation and it is unlikely that the Governor will renew his request to Sir Robert.
