During discussidus between Lord Goronwy-Roberts and Sir Murray MacLehose on 30 November, the Minister offered UK assistance in improving the quality of education in Hong Kong, which I know is currently of particular concern to you. In particular, Lord Goronwy-hoberts felt that particularly useful might be the loan of one or more Educational Advisers (formerly HMIs). The Governor suggested that I should write to you to obtain your opinion on the possible timing and substance of such assistance.
Come aspects of the educational system which might usefully be covered by Educational Advisers might be compulsory attendance; standardisation of Government and private schools, including curricula; and the implementation of the Green Paper proposals, but I would be glad to have your views.
