LORD GORONWY-ROBERTS' VISIT TO MANILA
1.
I have discussed the Minister of State's Far East trip with his Private Office. They have consulted Lord Goronwy-Roberts who has said that he does not wish to stay in Hong Kong and that he intends only to be there long enough to change aeroplanes.
2. I believe this is right. I have given the matter thought since I first learnt of the planned visit. I believe that there is no advantage to be gained from a full visit by Lord Goronwy-Roberts to Hong Kong at this time. He will, of course, have an hour or so with the Governor at the airport, both coming and going.
