VISIT OF MR CLINTON DAVIS TO MOSCOW

As you know Mr Clinton Davis is to visit the USSR from 18 to 22 October, essentially for shipping discussions with Mr Guzhenko, Soviet Minister of Merchant Marine. Most of the visit will centre on Moscow although a one-day outing to the port of Leningrad has been included in our suggested programme.

I should be grateful if you could provide in due course the usual FCO brief on Anglo-Soviet relations and an updated personality note on Minister Guzhenko. For the official delegation to the Joint British-Soviet Maritime Commission in June you provided also, at our request, a brief on visits by Russian ships to Hong Kong. We asked for this because the subject had been raised by the Soviet side at the Joint Maritime Commission the previous year. In the event it did not come up this time. I do not know what likelihood there is of the subject being raised at Ministerial level, but we had better be on the safe side and have a suitable brief, please.

Finally, there is the question of Morflot representation in London. spoke recently you said that the Speaking Note provided by Anthony Figgis in his letter of 13 July to Gerry Lanchin would suffice for Mr Clinton Davis. I wonder, however, whether it is not rather bald for a Minister and might not benefit from being supported by a short covering note, picking up the essential points of Figgis' letter.
