ANNUAL REVIEWS FROM DEPENDENT TERRITORIES

Governors (or equivalent) are required to submit Annual Reviews under the same rules as apply to Heads of Mission. Those who fail to comply should be pursued. Reviews that we do receive ought to be distributed, normally in the departmental series rather than as Print. The reason for doing so is to give a wide readership the opportunity to learn a little bit about the Dependent Territories. The Reviews only come out once a year, should be brief and as well written as a personal production can be, and therefore need not be regarded as an unsuitable addition to the amount of paper in circulation. The fact that the Department may not always agree with what the Governor says or even how he says it is not a reason for hiding the product away on a file.
2. I suggest that we follow a similar line of reasoning when considering distribution of other despatches (except purely formal ones) that Governors may volunteer. I have always taken the view that anyone who takes the trouble to write a despatch should in principle be rewarded by its distribution.
