REVIEW OF PUBLIC ASSISTANCE SCHEME
1. We agreed some time ago that we should offer comments on the draft terms of reference for the review of Hong Kong's public assistance scheme which Mr Heppell will be helping to conduct. (The enclosure to Mr Hammond's letter of 30 November last to Mr Heppell himself refers.) The point was made again at the meeting of the Standing Committee on 7 February, though it was not explicitly written into the minutes.
2. I now attach a draft of a letter that Mr Stewart might send to the Chief Secretary following up his (Mr Stewart's) letter of 25 November in which we put Hong Kong on notice that we probably would have comments to make on the terms of reference. The draft is based on your minute of 19 November last. I should be grateful for any comments, particularly on what I have written with regard to paragraph 5 of the terms of reference (paragraph 1(vi) of your minute refers).
