recession. We are not clear whether this requirement, as we see it, would be met by the phrase "projected economic and social conditions". We think too that an additional sub-paragraph should be included to provide for an examina- tion of costs of social security measures.

Paragraph 5

We think that this paragraph might be redrafted in order to restrict it to a comprehensive review of the social welfare programmes and plans and an estimate of their costs. The priority which we wish to see maintained is that indicated in paragraph 2 above: namely that in the period until 1980 social security schemes (including investigation of the possibility of a contributory element) should take precedence over social welfare benefits.
