1. I attach a short draft note of our meeting with Mr Heppell on 16 March. I think that the review of the public assistance scheme in which he will be taking part is of sufficient importance to warrant some kind of record of our talk with him. I expect we shall also want to report to the next meeting of the Standing Committee in May on Mr Heppell's assignment and a note might be useful for this purpose. I shall be grateful for any comments you may have.
