iii) What is the relative importance of social services and social

security payments? Is it more important to put resources into services eg education, social work than social security: or should the former be held back to help the latter?

iv) How much importance should be attached to the prevention of abuse?

And what proportion of resources should be devoted to the prevention of abuse? Does the fact that contributory benefits are "paid for" make it less necessary to build in precautions against abuse? How far should the greater risk of and scope for abuse count against means tested benefits?

g) Administrative implications

What are the organisation and administrative implications of substantially extending soodal security for the Social Welfare Department, the voluntary agencies and other Government Departments? How far will the organisation of the Social Welfare Department need to be altered? In particular, are the present accounting arrangements and organizational structure within the SWD and Government generally adequate for an extended programe of social security?
