WELFARE
This is to let you know how the review is
progressing now that Heppell is at work.

First of all I enclose a record of a meeting at Government House on 30th April which sets out the programme of work. The only difference from the original concept of a 'report' by Heppell is that he will rather proceed immediately with the drafting of an Ex. Co. paper (by August), the relevant passage in my Leg. Co. speech by September, and a complete White, Green, or more probably White Paper with green edges by November.

This does not represent a change, so much as an acknowledgment of the fact that if we only reached the stage of a 'report' by November, we could not introduce the first phaze in 1978/79. Heppell welcomes this as in the interests of producing decisive results earlier.

Our preliminary thinking is that the White
Paper might be divided into 7 parts:
(i)
an introduction;
(ii)
(iii)
a survey of social security in general;
a review of the present social security provisions in Hong Kong;
(iv)
(v)
an examination of the choices before Hong Kong in the development of social security;
proposals for development in respect of existing and new services for the various vulnerable groups;
