Your letter arrived in time for the latest meeting of our Standing Committee (the minutes of which I will be sending you in the usual way) and Harry Hurst and I were able to report on the encouraging timetable you have set yourselves for completing your review and the prominence given to social security. The Committee was pleased to learn that you and Heppell are making such good progress. We are entirely content that Heppell should proceed to the drafting of a memorandum for ExCo, etc, instead of producing a report which would provide the basis for subsequent action.

We will look forward to an opportunity to comment as work proceeds (paragraph 6 of your letter).
