He minuted:
"I agree that we must not be too critical; however, the memorandum is disappointing in some important respects, e.g. unemployment benefits and I should have thought that this would be the right time to push this when the economy is buoyant. I have inserted a sentence about this major objective.
No doubt when Mr Stewart drafts his telegram of queries he will raise the points in his paragraph 4 (Aug. 9)."
