HONG KONG: MR CLARKE'S PQ ON SOCIAL SECURITY
1.
I submit a draft reply, together with a background note,
to the attached written PQ tabled by Mr Kenneth Clarke (Conservative
Rushcliffe).
2.
Mr Clarke has tabled one previous Question on Hong Kong this year and two in 1976. He takes a generally sympathetic view towards the policies of the Hong Kong Government. His questions seem to be intended, as on this occasion, to draw attention to advances being made by the Government in fields in which they are often subjected
to criticism.

The Overseas Labour Adviser concurs.
