(b) The Hong Kong Government's Programme for 1977/78
Mr Stewart reported that during his recent visit to Hong Kong all departments (save the Labour Department in regard to the progress of legislation on workmen's compensa- tion and the Education Department in regard to the school buildings programme) had assured him that they were abreast of their plans. The Committee expressed the hope that the obstacles which the Hong Kong Government faced in implementing all parts of their education programme on time would be
overcome.
Agenda Item 4: Points arising from the most recent batch of Quarterly Reports from Hong Kong
The contents of the Reports (those covering the period
1 November 1976 to 31 January 1977) were noted with interest and appreciation.

(a)
Redistribution of Income
There was some discussion of the extent to which Hong Kong's budgetary policy was or should be designed to effect a redistribution of income in Hong Kong. It was agreed that Hong Kong's further views should be sought in due course.
No date was fixed for the Committee's next meeting but it was suggested that it might take place in September.
