help if they are to develop into adjusted and

The Resources needed

If the various proposals in the White

Paper and 3 Green Papers commend themselves to

the public and Hon. Members, they will be phased

in over the next 5 years with the main impact

achieved before the end of 1980. Trained

manpower will be an important consideration

as the proposals require about an additional

3,700 professionals, the main increase being

in teachers, nurses and graduate and non-

graduate social workers, as well as a much smaller
