REACTION TO THE GOVERNOR'S SPEECH AT THE OPENING OF LEGCO ON 5 OCTOBER

Lord Goronwy-Roberts asked to be kept informed of comment on the Governor's LegCo speech.

Reaction to the speech both within and outside LegCo has been generally favourable. Press coverage of the speech has been extensive but low key, with many people waiting until the publication of more detailed information on the planned changes, and in particular the three Green Papers, before commenting in depth.
