Public assistance to be extended to able-bodied males between 15 and 55 before 1 January 1978
Extension of Hong Kong's Social Security System
The Public Assistance Scheme was extended on
1 April 1977 to cover able-bodied workers between 18 and 55, and young persons aged 15-17 inclusive as household members. For the recommendations of the Green Paper, see Governor's speech in the Opening Session of the Legislative Council, page 46, para 116

Apply simplified "text of residence in coLmunity care allowance scheme"
Publish Green Paper on Social Security
Establish an Appeal Board Publish White Paper on Social Security
Implement improvements in the Public Assistance Scheme, the most important being:
long-term supplement to clients who had been receiving PA for more than 18 months;
(b) encouragement to self-help;
(c)
old age supplement, to PA clients aged 60 and over;
(d) raising the age of retirement
in the PA scheme from 55 to 60 years;
(e)
extension of the community care allowance scheme to those in institutional care
