ANNEX TO THE MINUTES OF THE FOURTH MEETING OF THE STANDING COMMITTEE TO MONITOR THE HONG KONG PLANNING PAPER HELD ON 11 NOVEMBER 1977

(1) The Multi-Fibre Arrangement

The allocation of traditional markets to other countries and the new method of categorisation proposed by the Community were reported as being Hong Kong's main objections to the new proposals. The meeting was told that the Governor seemed to be willing ultimately to accept the Community's best offer. All agreed that an independent assessment of the impact of such a best offer on Hong Kong's economy was essential, and the Textile Institute in Manchester was suggested as a suitable body to provide this. Additionally, after an extended discussion on the implications of the failure of Hong Kong and the EEC to reach an agreement, it was agreed that contingency plans should be prepared for all possible eventualities. It was accepted, how- ever, that in the final analysis Hong Kong would sign a new agreement.

(2) Police and ICAC

The meeting was told of the low state of morale in the RHKPF and of the poor communication between the different grades. Only Mr Henry was thought to have come out of the recent dispute with credit. In a wide-ranging discussion the major points touched on were the need for ICAC to continue its operations, the need for reinforcement of the upper echelons of the police and for continuing support for the Governor over the amnesty and to find ways of supervising ICAC's operations. It was agreed that the Overseas Police Adviser should be consulted in preparing the briefs for Lord Goronwy-Roberts.
