I attach a list of those points raised at the Standing Committee meeting on 11 November and Lord Goronwy-Roberts' meeting with the Governor on 22 November which called for further action.
2. Of the 15 items which have not yet been completed, this department will have to take the lead on 10: A.2, 3, 5, 8 and 9 and B. 2, 3, 4, 5 and 8. A.3 and A.9 can be dealt with together as can A.5 and B.3. I am already discussing A.8 with the Economists Department.
3. I shall be submitting shortly on all these points with the exception of B.8 which I believe Mr Stewart has been dealing with.
4.
The Overseas Labour Adviser will be leading on A.4 and A.6 and the Hong Kong Government on B.1, 6 and 7. For each of these I shall mark our tiles for bring-up to keep a check on progress.
