HONG KONG: STANDING COMMITTEE TO MONITOR THE PLANNING PAPER
1. When Mr Stewart visited Hong Kong last year he reached an agreement with the Secretary for Administration, whose terms were conveyed to the first meeting of the Standing Committee (paragraph 2 of the minutes refers), on the reports that the Hong Kong Government would submit every quarter on the progess they had made in implementing the provisions of the Planning Paper.
2. I now attach copies of relevant reports for the quarter ending 31 October 1976. You may wish to consider, in advance of the next meeting of the Standing Committee (provisionally scheduled for 18 February but liable to be changed) whether there are any particular points that should be raised in the Committee.
If so,
I should be grateful if you could let me know, if possible by the end of this month.
3. When in Hong Kong Mr Stewart agreed that it would probably be sufficient for our purposes if the Government Secretariat sent us a copy of Part 1 only of each report. However, in the case of the first issue of these new-style reports, he suggested that we be sent Parts 1 and 2 so that we could judge whether we would need Part 2 in future. The Government Secretariat have accordingly forwarded both Parts 1 and 2 and I would be glad to know whether you consider that you need see both in future.
