1. As we agreed on the telephone I am sending herewith copies of that part of the famous Planning Paper concerning fiscal and financial matters.
2. I am reluctant to send the whole Planning Paper to you because it contains some long, rather delicate, political discussion which I am disinclined to distribute more widely than is absolutely essential. However, if you call at the Office at any time you would of course be very welcome to read the whole Paper.
