None of the addressees of my minute of 25 January (Messrs Hurst, Smith, Lipsey and Thomas) responded to any greater effect than to say that they wished to continue to see Part 2 of all the Reports in future (and I shall in due course draft for you to this effect in reply to Mr Ardley's letter to you of 28 December which enclosed the first batch of Reports). The draft summary is therefore entirely Mr Duffy's and my work, and highly eclectic. As you will see, the Quarterly Reports are not themselves susceptible to summary, and all we have done is draw attention to points in them which are of current interest Many of these are exide the mat off the Planning Верес 4. As for agenda Item 1 (see subparagraph 1(a) above), the following points arise from the minutes and record in question, and are not covered later in the agenda: (a) the minutes which the OLA wished to see of the Hong Kong Labour Advisory Board's meetings; (b) the two-way secondment project; (c) Hong Kong's public assistance scheme; (d) secondary educatiof - its expansion and funding; (e) the Note for the TUC; (f) the proposal to second an expert in social welfare matters to the Hong Kong Government;

I doubt that any (8) Hong Kong's drug problem; and (h) Mr Madren.

of these merit discussion during the meeting and I suggest that you dispose of Item 1 by mentioning the progress made on (c), (e) and (f), the difficulties encountered over (b) and perhaps by placing on the record, for Hong Kong's benefit, our fear that there will soon be greater public and parliamentary interest in (g).
