A social security Adviser from the UK Department of Health and Social Security (Mr Heppell) is being seconded to the Hong Kong Government in April for six months, to help conduct a general review of the public assistance scheme and to help with the establishment of an extended scheme.

Comment
Except in the field of secondary education and senior secondary education where current plans do not fulfil the targets set in the Planning Paper (100% coverage of 12-14 year olds by 1980 and 40% coverage of 15-16 year olds by an unspecified date) progress in all other fields appears to be proceeding as planned.
