CONFIDENTIAL

accompanying allegations about British

"interference".

The Governor himself was

obviously doing everything possible to put

matters in perspective but the view was

expressed that the new Unofficial Members of

LegCo, for example, right do more. The

important thing was that the full implementation

of the Government's provramme should not be

impeded by public criticisă.

Interest

(c) Appointments to LegCo and ExCo: it was noted

that some vacancies were probably due to occur

on LegCo and ExCo within the next year.

was expressed in how the Governor intended to

fill them: It was Stiggested that there might

be scope for bringing in, say, academic

figures and representatives of social welfare

bodies.

(d) Hong Kong's social and labour programme for

1978: the meeting expressed interest in

receiving any indications from the Hong Kong

Government about its plans for 1978, which the

Governor would presumably be announcing in

October.

(e) Drugs: it was suggested that Hong Kong might

soon need better public relations work in the

UK over the drugs problem. The Hong Kong

Government seemed to have a good record on the

drugs problem but its image in this country

was poor in this respect.

9. The next meeting of the Committee would be held

at a date to be agreed in May 1977.
