Financing of Extended Study of Labour Relations

Mr Duffy has drafted a minute to the ODM but Mr Stewart may not send this pending a letter that Professor Turner, at the Governor's request, is going to send him containing proposals for a further study and an estimate of the cost.

Conditions of Service for Officers Seconded to the Hong Kong Government

Mr Stewart is drafting a letter to the Secretary for the Civil Service.

(w) Report on Safety in Factories

The OLA, to whom I have spoken, tells me that he is obtaining a copy of this report from the Inspector in the Department of Employment who carried out the investigation last year. I am not sure that Mr Cortazzi himself wishes to see the report. his point was that we ought to obtain a copy of it.

(x) & (y) Education

I think

I suggest that you might draft a letter for Mr Stewart to send to the Director of Education asking for an explanation for the short-fall in the number of secondary education places. Once we have the facts, we could, as Mr Murray suggested at the meeting of the Standing Committee, explore the possibility of providing an expert. I have included this topic in the list for Mr Stewart's (and Mr Murray's)visit with this in mind.
