I had already included this item on the list for Mr Stewart's visit prior to the meeting of the Standing Committee.

(i) The Governor's Comments on the OPA's Report

I think that what Mr Cortazzi wants to see, when they are available, are the Governor's comments on the OPA's report on his visit to Hong Kong late last year (see Mr Macoun's letter of 21 January to the Governor on HKK 382/6) and not on the case of Inspector Kent. I have not so far seen any comments from the Governor but am putting an appropriate note on the file.

(j) Discussion of Police Matters with the Governor

Again, I think that the subject for discussion is police matters and not the Kent case. My list of topics for Mr Stewart does not specifically cover police matters (though it does include crime) but this can easily be remedied. Clearly the Governor's reactions to the OPA's report.(see (i)) will be relevant.

(k) ICAC

This item is on Mr Stewart's list. The first thing, however, is for a letter to be sent to the Chief Secretary putting forward the idea of some kind of appellate review body to consider complaints about the activities of the ICAC. Mr Duffy will be preparing a draft.
